The commission, responding to the long pending demand of the petitioner, acted promptly, and facilitated his two children receive the community certificate within three months.
Jayakumar is from Kurumans tribe, which falls under Scheduled Tribes. His family along with 220 other families of the community has been living in Jam Bazaar in Chennai’s Triplicane for decades. His family was enumerated as the 214th family in their community in the vicinity in the 1981 census, said a release from the commission.
Jayakumar along with his family moved to Tiruvallur for livelihood a few years ago. Since his residential and other documents such as Aadhaar card were in their new address, he applied for the community certificate to the officials in Tiruvallur district on July 27, 2018. He attached photocopies of his relative’s community certificates as supporting documents. Since then, he has been running from pillar to post to get community certificates for his children to continue their studies and benefit under government welfare schemes and scholarships.
The revenue officials had informed him on June 28, 2021, that the applications were missing and asked him to submit a fresh application paper. Though he did so and filed new applications within 40 days, there was no positive outcome. Later, he was directed to submit an application from his native district (Chennai).
Following this, Jayakumar approached the tribal welfare commission and flagged his issue and submitted a petition.
“After conducting an inquiry with the petitioner, the commissioner had sent communication to revenue department officials in Tiruvallur and Chennai district and asked for their response. After speeding up the formalities, the commission helped Jayakumar get the community certificate on July 6,” said the release.
